UN Security Council Approves Trump's Gaza Strip Peace Plan
The UN Security Council has supported proposals presented by Donald Trump for achieving a long-term stability in the Gaza Strip, encompassing the stationing of an multinational security unit and a eventual route to a Palestinian statehood.
Unanimous Backing with Key Absent Votes
This measure was approved by a count of thirteen supporting, with Russia and China declining to cast votes. America's representative the American delegate informed the council chamber that it mapped “a different path in the Middle East for both sides and all the people of the region alike”.
Compromise Wording on Palestinian Statehood
The inclusion of allusions to an independent Palestine was the price the United States offered for support from the Arab states, who are expected to supply peacekeepers for the global force.
“Interim measures that we start today must be carried out in following legal norms and honoring Palestinian rights,” Britain's representative stated.
Israeli Resistance Continues
However, on the verge of the UN vote, leader Benjamin Netanyahu restated his government’s firm resistance to the establishment of a sovereign Palestine, raising questions on whether the Israeli government will accept the execution of the UN-mandated proposals.
Key Provisions of the Proposal
- Immediate lifting of existing limitations on humanitarian aid into the territory
- Creation of an global security force
- Steps toward restoration and a eventual “pathway to Palestinian self-determination and nationhood”
Ambiguous Language and Requirements
The mention to sovereignty was a compromise addition to an original American proposal which did not mention it. Yet the wording is unclear and conditional, stating only that once the PA has undergone changes and the restoration of Gaza is progressing, “the circumstances may ultimately be in position for a realistic route to Palestinian sovereignty and sovereignty.”
International Response
The language did not meet of the firm commitment to the building of a independent Palestinian entity next to Israel desired by Arab and Islamic states, as well as European delegates, but in addresses to the council after the vote, representatives from those countries said they were willing to endorse the compromise in the service of extending the ongoing cessation of hostilities and prompt actions to provide for and safeguard the over two million Palestinian people in the territory.
“Algeria has eventually decided to endorse of this text, a resolution that we approve its core objective, namely the maintenance of the cessation of hostilities and the establishment of conditions permitting the Palestinians to exercise their immeasurable rights to sovereignty and nationhood,” Amar Bendjama announced.
Execution Hurdles
The proposal gives overall oversight authority to a “peace board” headed by Donald Trump, but of undefined composition. This committee has to inform the international body but it is not required to follow the desires of the global organization or by the Palestinian leadership.
It also calls for the creation of a Palestinian technocratic committee that is tasked with overseeing daily administration of the territory and the distribution of aid, but it is highly uncertain who would take part.
Stabilisation Team Authority
The authority of the global force empowers it to neutralize and disband armed groups in the territory, but it is highly uncertain that would-be troop contributors would consent to confront such factions. None of the states has to date pledged to contributing forces.
Furthermore the standards for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been unclear.
European officials said they considered it urgent that the identities of the specialized group to distribute aid was settled as quickly as possible.
